








Project Description
Law-making is the primary function of the Office of the City Council, yet it also plays an important role in the formulation of policies that guide and direct decision-making as regards local governance concerns in the city. Through legislation and policy formulation, this Office works with the Local Sanggunian and contributes to the institutionalization of mechanisms and processes which ensure that local public needs are met, while at the same time, securing order in society, keeping the people safe, and protecting everyone’s rights. In the formulation of proactive laws and policies, this office enjoyed the technical and professional expertise as well as the research-based inputs of partners coming from various sectors of the community.
Project Milestones
For the last 2 years, this office was able to pass 364 ordinances and resolutions, with the support of and in partnership with other members of the Iloilo City Council.
The regulation ordinances, which resulted from more than 100 multi-sectoral consultative meetings, addressed various aspects of life in the Ilonggo community. Most notable of these the following:
- Prescribing guidelines for the installation and maintenance of road and commercial signs in the City
- Consolidating and re-establishing fixed tricycle routes in the City of Iloilo
- Adopting the Enhanced Local Public Transport Route Plan
- Amending the ordinance empowering policemen and traffic aides to issue traffic citations to violators of city
- Re-establishing parking areas for all vehicles in the City of Iloilo
- Amending “anti-modified mufflers ordinance,” reducing the sound level of the motor vehicle mufflers
The office has adopted 21 Committee Reports relative to city ordinances proposed by different Committees within the City Council.
Significant resolutions were likewise passed, pertaining to concerns related to culture and the arts, fire safety, senior citizen welfare, and LGU-CSO joint ventures. (No need to read, just flash titles on screen)
- Recognizing the most Holy Name of Jesus Parish Church in Arevalo for being declared as an Archdiocesan Shrine of the Sto. Niño de Arevalo
- Studying the possibility of declaring the Dr. Jose P. Rizal monument located in Brgy. Kahirupan, Iloilo City as a cultural heritage structure
- Urging barangay councils to engage a licensed electrician in the conduct of a regular spot inspection in homes and establishments
- Urging business establishments to accept any government-issued ID Card as proof of senior citizen status
- Reviewing the joint venture agreement between the city of Iloilo and Double Dragon properties corporation
In an effort to raise public awareness and response to pressing issues, thus Office also delivered privileged speeches, on the following issues:
- The need to address rising fire incidents due to electrical failure
- Bawal ang mga Usisero: Baldoza La Paz Vehicular Incident
- Toril: a call for a humane consideration prior to issuance of fencing permits
- Singkal: Panghangkat sang tuman ka init nga tiempo
Future Plans
This office resolves to continue this comprehensive approach to local legislation that underscore our commitment to effective governance, ensuring the welfare and progress of Iloilo City’s residents through robust legislative and policy measures.
