Atty. Sedfrey Lopez Cabaluna is a Filipino lawyer, educator, and public servant currently serving as a City Councilor of Iloilo City, Philippines.
He has been, at different points in his life, a student leader, a radio host, a news anchor, a civil servant, a lawyer, a dive instructor, and an elected official. None of these were accidents.
Sedfrey Lopez Cabaluna grew up in Iloilo City, the kind of place where the sea is never far away and the past is never entirely past. He studied at the University of San Agustin — first Political Science, then law — and in his student years he was already the sort of person who organized things, pushed for recognition, and started programs that outlasted the semester. The awards came, locally and nationally, but what stayed was the habit of showing up.
After graduation he entered mass media, not as a detour but as a calling. He became a radio announcer and the main host of several top-rating, award-winning television programs under the ABS-CBN Regional Network Group. When he moved to GMA Regional TV — joining the “Kapuso” network — he became Senior Desk Manager and Main News Anchor of One Western Visayas. He was good at the job, which meant he understood that the job was not really about him.
Somewhere in the middle of all this, he was going to law school at night. He passed the 2013 Philippine Bar Examinations and joined The Lauron Firm as an associate, later serving as legal consultant to several local government units and private institutions. He also volunteered his legal services to child abuse victims under the care of Cameleon Association — work that required no audience and received no applause.

GOVERNMENT SERVICE
His topnotcher performance in the October 2007 Professional Civil Service Examinations opened doors to government work. He served as Public Information Officer at the Commission on Human Rights Regional Office VI, organizing lecture series and fora on children’s and women’s rights — the kind of foundational work that rarely gets photographed but matters enormously to the people it reaches.
In 2018, he was appointed Chief Tourism Operations Officer of the Tourism Regulation Division at the Department of Tourism Regional Office VI. Under his watch, Western Visayas registered the highest number of DOT-accredited tourism establishments in the region. Together with DOT and other key leaders, he participated in the efforts to rehabilitate Boracay Island during its widely publicized closure and crafted Tourism Development Plans for every province and highly urbanized city in the region. These were not decorative plans. They were working documents, built from ground-level engagement with communities whose livelihoods depended on getting them right.
THE SANGGUNIANG PANLUNGSOD
In 2022, Sedfrey ran for city councilor in Iloilo City and topped the field. He did it again in 2025. Topping twice, in a competitive field, is not luck — it suggests a cumulative trust that people extend carefully and not always for reasons that can be quantified.
As a member of the Sangguniang Panlungsod, he chairs three committees:
- Committee on Transportation
- Committee on Police, Fire, Penology, Public Safety, Order, Security, Dangerous Drugs and Rehabilitation
- Committee on Communication and Public Information
Beyond the legislative calendar, he runs legal clinics, literacy programs, livelihood trainings, children’s missions, coastal clean-ups, public safety campaigns, and wellness activities — the kind of work that earns trust in increments, one conversation at a time.
THE LONG VIEW
What Sedfrey’s career resists is a single, tidy narrative. He has been a broadcaster and a bureaucrat, a lawyer and a legislator, a classroom instructor and a dive instructor.
He has worked for human rights commissions and tourism departments; he has argued cases and anchored newscasts. Each chapter, taken alone, might seem like a digression from the others. Taken together, they describe a person who has consistently found ways to be useful to the public — in whatever form that usefulness took.
