“We need to establish a clear, comprehensive and consistent framework for pedestrian safety in Iloilo City. We need to do more than simply remind our people to use the pedestrian lane. We need to make sure that our pedestrian lanes themselves are designed, located, maintained and protected properly. We need standards. We need infrastructure. We need technology. We need education. And we need to build a culture of discipline and courtesy.”
Our office delivered the privilege speech ๐ฃ๐๐๐๐ข๐ during the 32nd Regular Session of the 12th Sangguniang Panlungsod yesterday, August 19, 2026. The speech raised the question of why pedestrian lanes alone are no longer enough to protect people crossing city streets, citing a recent accident along the crosswalk fronting the Hall of Justice and data from the ICPO Traffic Enforcement Unit showing 15 vehicle-pedestrian incidents in all of 2025, against 25 already recorded from January to July this year. It closed with a call for a clear, comprehensive framework for pedestrian safety in the city, covering standards, infrastructure, technology, and education.
That speech led into the passage of the “๐ฃ๐ฟ๐ผ๐ฝ๐ผ๐๐ฒ๐ฑ ๐ผ๐ฟ๐ฑ๐ถ๐ป๐ฎ๐ป๐ฐ๐ฒ ๐ฒ๐๐๐ฎ๐ฏ๐น๐ถ๐๐ต๐ถ๐ป๐ด ๐๐๐ฎ๐ป๐ฑ๐ฎ๐ฟ๐ฑ๐ ๐ฎ๐ป๐ฑ ๐ฝ๐ฟ๐ผ๐๐ผ๐ฐ๐ผ๐น๐ ๐ณ๐ผ๐ฟ ๐ฝ๐ฒ๐ฑ๐ฒ๐๐๐ฟ๐ถ๐ฎ๐ป ๐น๐ฎ๐ป๐ฒ๐ ๐ฎ๐ป๐ฑ ๐ผ๐๐ต๐ฒ๐ฟ ๐ฝ๐ฒ๐ฑ๐ฒ๐๐๐ฟ๐ถ๐ฎ๐ป ๐ณ๐ฎ๐ฐ๐ถ๐น๐ถ๐๐ถ๐ฒ๐ ๐ถ๐ป ๐๐น๐ผ๐ถ๐น๐ผ ๐๐ถ๐๐, ๐ฝ๐ฟ๐ผ๐๐ถ๐ฑ๐ถ๐ป๐ด ๐ณ๐ผ๐ฟ ๐๐ต๐ฒ๐ถ๐ฟ ๐ฝ๐ฟ๐ผ๐ฝ๐ฒ๐ฟ ๐น๐ผ๐ฐ๐ฎ๐๐ถ๐ผ๐ป, ๐ฑ๐ฒ๐๐ถ๐ด๐ป, ๐ถ๐ป๐๐๐ฎ๐น๐น๐ฎ๐๐ถ๐ผ๐ป, ๐บ๐ฎ๐ถ๐ป๐๐ฒ๐ป๐ฎ๐ป๐ฐ๐ฒ, ๐๐ถ๐๐ถ๐ฏ๐ถ๐น๐ถ๐๐, ๐ฎ๐ป๐ฑ ๐๐ฎ๐ณ๐ฒ๐๐ ๐ณ๐ฒ๐ฎ๐๐๐ฟ๐ฒ๐, ๐ฝ๐ฟ๐ฒ๐๐ฐ๐ฟ๐ถ๐ฏ๐ถ๐ป๐ด ๐ฝ๐ฒ๐ป๐ฎ๐น๐๐ถ๐ฒ๐ ๐ณ๐ผ๐ฟ ๐๐ถ๐ผ๐น๐ฎ๐๐ถ๐ผ๐ป๐ ๐๐ต๐ฒ๐ฟ๐ฒ๐ผ๐ณ (๐ผ๐๐ต๐ฒ๐ฟ๐๐ถ๐๐ฒ ๐ธ๐ป๐ผ๐๐ป ๐ฎ๐ ๐๐ต๐ฒ ๐ฃ๐๐๐๐ข๐ ๐ข๐ฟ๐ฑ๐ถ๐ป๐ฎ๐ป๐ฐ๐ฒ ๐ผ๐ณ ๐๐น๐ผ๐ถ๐น๐ผ ๐๐ถ๐๐)โ for first reading.
