Councilor Sedfrey Cabaluna Delivers “Tunga sa Adlaw” Speech, Pushes Action on Half-Day Schooling and Unsafe Schools

During the January 28, 2026 regular session of the 12th Iloilo City Council, we delivered a privilege speech “Tunga sa Adlaw,” highlighting the urgent issues of half-day schooling and unsafe school facilities. As a result, we passed three corollary resolutions to address these pressing concerns:

  • A Resolution Urging the Department of Public Works and Highways (DPWH), the Office of the Building Official (OBO), the Department of Education (DepEd), and Other Concerned Agencies to Immediately Conduct Structural Assessments, Repairs, and Rehabilitation of Public School Buildings in Iloilo City Affected by the September 30, 2025 Earthquake
  • A Resolution Urging the Department of Education (DepEd) to Implement Measures to Address Learning Gaps Caused by Double-Shift Schooling in Public Schools in Iloilo City
  • A Resolution Requesting the Committee on Education, Science and Technology and the Committee on Engineering, Construction and Public Works to Jointly Investigate the Structural and Learning Challenges Faced by Public Schools in Iloilo City and to Recommend Appropriate Resolutions to Address These Issues

Let us restore safe school facilities and end the half-day school schedule that limits learning and burdens both students and teachers. Our students deserve secure classrooms, humane learning conditions, and a complete day of quality education.
